Transition Report, an instrument for justice -VP Sam Sumana

Vice President for the Republic of Sierra Leone, Chief Sam Sumana has disclosed that, the Transition Report that came out from the findings of the Transitional Team, is an instrument for justice and not one meant as to witch-hunt political opponents
Speaking to government officials, civil society members and the press at the formal presentation of the final report yesterday at State House, Vice President Sam Sumana said the final summary of the report details findings and recommendations that cover all ministries, departments and agencies and that for the purposes of the report and subsequent follow-up actions, the Technical Coordinating Team highlighted some critical issues that need immediate attention .
Chief Sam Sumana said, it was recognized that there are general systemic inadequacies in the general management of most ministries and agencies and that “it was shocking to note the general absence of clear leadership and direction and financial and, moral accountability in some of the ministries especially in the Ministry of Youths and Sports and the Ministry of Tourism…’
The Vice President further said, there also appears to be a lack of cohesiveness among different sections in the ministries that were taken over by his government but that the lack of cohesiveness was more so between the administrative and professional wings, and therefore questioned the role of the various government official who were the professional and administrative heads in the different ministries, ‘which primarily should have provided professional advice to the political leadership’.
He further stated that, in order to ensure the successful implementation of the recommendations in the report, there was need for “an effective coordination mechanism”, which is required to support the newly appointed ministers.
He said, a monitoring and evaluation facility, intended to provide general policy orientation throughout the implementation process should be responsible for coordination, monitoring and evaluation and reporting of progress.
He therefore called on people not to see the report as a weapon to target political opponents but instead a way of ensuring justice in the country.
Speaking as chair for the occasion, Information Minister, Ibrahim Ben Kargbo said, the transition report was made successful out of the effort of the President, Hon Ernest Bai Koroma. He re-echoed the view by the Vice President that, they have, as a government made it clear that, the report was not put together for the purpose of vindictiveness  but to make people know where they as a government took over.
