The Teaching Service Commission (TSC) is consulting stakeholders in the Education Sector for the development of a 2017 Teacher Management Guidelines.
The Chairperson Madam Stanella M. Beckley said the meeting is to develop an effective and efficient system to enable teachers to proficiently and efficiently perform in their career paths.
Beckley continued that the TSC’s aim is to specify the framework of the teachers’ management policy and to identify the gap in managing teachers.
Consisting of 47% of public officers, Beckley said the correct and timely records of teachers will be useful for inputs and retrieval of teacher’s file when needed.
Giving an overview of the 2017 teacher management policy, John Kargbo, Senior Records Officer, TSC highlighted the need for information and communication technology materials to ensure the accurate storage of teachers’ files which he said will help manage the status and the economic wellbeing of teachers.
The policy guidelines, Kargbo added will focus on issues relating to the processing of teachers’ leave, assessment of salaries based on qualification, verification of teachers’ country-wide, processes of teachers’ document in terms of promotion, retirement, promotion, re-assessment, recruitment, replacement, transfers and code of ethics.
Kargbo further added that the current situation, challenges and proposed changes of the said issues will be discussed by concerned authorities country-wide to specifically envisage the role of the Commission.
Alusine Bah, Retired, Director of Schools North, spoke about the retention of teachers and the disarrangement of teaching and learning policies between the Ministry and Mission schools has a major challenge.
Bah said the services of unqualified and untrained teachers in most rural schools are a major contribution to the poor performance of pupils in public examinations.
In a move to foster a well-structured system for teachers, the 2017 will also look at the database, quality of teachers who are waiting for names to be on payroll, recruitment, and ensure that they receive refreshment training.
