At the Siaka Stevens Street High Court in Freetown on Wednesday 16th October 2019, Alie Badara Mansaray, former Commissioner, National Commission for Social Action (NaCSA) said he will be presenting a no case submission to the court. Mansaray is facing one charge of Conspiracy and 14 charges of Misappropriation of Public Funds contrary to the ACC Act, 2008. It is alleged between June 2016 and January 2017, Mansaray conspired to misappropriate $95,797 USD and Le84,775,135 being provident fund deduction of staff salary of NaCSA. Badara was jointly charged with Richard Turay the former Finance Director of NaCSA. Turay has not been present in court since the commencement of the trial.

Mansaray told the court that he stood on his previous grounds stating that he believed that the evidence against him was not strong. Addressing the court, the defense counsel told the court that the prosecution have not established that the funds were public funds. She added that they have not proven that he appropriated the funds. She said they will file their submission by Friday 18 October 2019. The court agreed that the prosecution reply to the submission on 4th November.
