The Human Resource Management Office (HRMO) in June 2019 successful completed its Annual Manpower Hearings for 43 ministries, departments and agencies (MDAs). The Manpower Report for 2019 details manpower plans for all MDAs outlining critical vacancies as major thrust to guide the recruitment process for the Civil Service. It was revealed during the presentation of the HRMO 2020 Budget that there are 22,300 critical vacancies in the MDAs. Samuel Coker, Director Planning, Human Resource and Budgeting said that they have in post 14,746 out of the existing positions of 37,046. “As I mentioned there was a moratorium for over six years, it is only recently that we started recruiting, the challenge here is that we have to look at the fiscal space but we are slowly getting there as we are working with the Ministry of Finance to recruit” he said. So far for 2019 they have been able to fill in new appointment of 1,897, contract appointment 359, acting appointment 5, Gazetted appointment, Special Acting appointment 5, confirmation 344, promotion 231, postings and transfer 58 and re-designation 1.

He went on to say that they sent 276 on study leave with pay, 171 were new and 105 were extension. They have over 120 Officers over 60 and above who were retired. Additionally, over 3,635 Annual Vacation leave approvals were granted. IPAS verification now part of the AVL process, 40 Maternity leave was approved and over 13 Disciplinary matters were concluded. In 2020 they will be recruiting at least 2,000 Civil Servants across the cadres in all MDAs and conduct a Workload Analysis for jobs in the civil service. “The upgrade of the Personnel Records Management System (PRMS), this system will enhance the strategic management and administration, improve accuracy of the available human resources information, transparency and credibility in the civil service payroll” he said. The HRMO he said is challenged with inadequate funding to meet the required demands of the HRMO in implementing its different programs and activities, late disbursement of funds allocated and moratorium on recruitment inhibits provisions of full staff compliments for the MDAs. The HRMO requested for Le2.916 billion for 2020 financial year.
