The Commission of Inquiry (COI) was informed that Platinum and Co. Limited company is yet to supply the remaining 25 vehicles since 2015/16 to date. Platinum and Co. Limited signed a procurement contract with the former Minister of Transport and Aviation, Leonard Balogun Koroma, to supply 40 vehicles to the Law Officers Department and other MDAs. Since the contract was signed, only 15 vehicles have been supplied. The Transport Liaison Officer in the Ministry of Transport and Aviation, Mohamed Kennie Smart, told Commissioner Atuguba, the Ministry received four vehicles as of 2016 with an additional 11 vehicles in 2018.

He revealed that as Transport Liaison Officer, he is in charge of the distribution of government vehicles, their licenses and insurance, and the supervision of drivers. He is in possession of a letter from the Permanent Secretary (PS) of the Ministry demanding five more vehicles from the supplier, Platinum and Co. Limited, totaling 20 instead of 25 additional vehicles. The witness was cross-examined and the investigation was adjourned for Wednesday 7 August 2019.
