An interactive training on Financial Contractual Procedures in the Framework of the 10th European Union Development Fund (EDF) has started at the Hotel Barmoi in Freetown.
The training which started on 20th February will end on the 1st March 2012 with participants drawn from various Ministries, Departments and Agencies (MDAs) implementing EU funded projects. The training is for these MDAs to know the procedures in the Framework of the 10th EDF.
Team Trainer Human Dynamics, Anthony Acheampong, said that EU is the largest multilateral donor. He added that EU normally updates their procedures in funding project and implementation. This training he said is to build the capacity of MDAs to know about the new procedures, adding that the training will also prevent wastages of EU funds. He hoped that at the end of the training participants will have better understanding of how EU works and better utilization of the procedures to make their work easier. The Trainer stated that all of the common complaints of dealing with EU funded projects is that the procedures are very cumbersome, adding that the training will be an added advantage on the use of these procedures.
Mr. Acheampong reiterated that EU conducts regular Mid Term Reviews of countries using their funds and countries that are better performing gets additional funding whilst countries that don’t better perform lose their funding.
The Trainer maintained that EU deals with two priority areas which are infrastructure and good governance. He added that EU has helped MDAs to prioritize activities through capacity building and performance management training.
Director National Authorizing Office (NAO) Ibrahim Sorieba Kanu emphasized that the training intends to provide participants with requisite knowledge on how to utilize EU funded projects. The training he said is funded by EU and focuses on EU funded projects.
