The former Minster of Lands, Housing and Country Planning in the Tejan Kabbah led Government; Bobson Sesay yesterday told the Semega Commission of Enquiry that the School of Science and Technology at Hill Station was constructed on State land. He told the Commission that the Lands Ministry was instructed by Cabinet to allocate a portion of land at Hill Station for the construction of a School of Science and Technology by the Ministry of Education Science and Technology; adding that the said land belonged to the Forestry Division. He maintained that Government does not lease land to Government, as it does not matter as to who applied for land but the purpose is taken into consideration; pointing out that he relied on survey ordinances to allocate lands.
Bobson Sesay tendered a letter-dated March 7, 2007 written to former President Tejan Kabbah, explaining the need for Government to control state lands particularly in the Hill Station area and Regent for effective registration and mapping.
A document tendered before the Commission as exhibits shown to the witness (Bobson Sesay) to clarify if he had any knowledge of the plan but he said that “I am just seeing this document at the Commission of Enquiry; and that proper procedures were not followed in the allocation of State lands to Government Departments.”
