The former Director General of the Petroleum Directorate (PD), Raymond Saidu Kargbo, earned Le9.170 billon in five years, three months between 2012 to April 2018, according to the Accountant at PD, Annie Kamara. Kamara testified before Commissioner Biobele Georgewill of the Commission of Inquiry at the former Special Court Compound on Monday 25 November 2019. The former Petroleum Directorate DG started work in 2007 as a geologist. She told the Commission that Raymond Saidu Kargbo acted as Director General of the Petroleum Directorate in 2012 and earned Le663 million as his gross salary. Kamara said in 2013, Kargbo earned over Le650 million as salary. Le377 million in allowances and a gross salary over Le1.033 billion. She added a year later in 2014, Kargbo earned Le854 million as salary, over Le703 million as allowances and Le1.561 billion as gross salary. She said in 2015, the former Director General received Le975 million in salary. He collected over Le785 million in allowances and a gross salary of Le1.760 billion. In 2016, he earned Le1.131 billion in salary, with over Le904 million in allowances and a gross salary of over Le2.035 billion. The Accountant told the Commission that for the year 2017, the former PD DG received Le1.46 billion as salary, Le1.136 billion as emoluments and Le2.599 billion as gross salary.

She said in four months in 2018, from January to April, Raymond Kargbo earned a gross salary of Le921,697,622. The total earnings of Kargbo, as DG of the Petroleum Directorate was Le9,170,418,360. Last week, the State Valuator Christopher Campbell, told the Commission that Raymond Kargbo owns a structure at Kaborie Village in Kamakwie, Kerena District valued at $706,250 USD (Le 5.650 billion). Kargbo was represented by Africanus Sesay.
