The National Coordinator of the Attitudinal and Behavioral Change (ABC) Secretariat Allieu Kamara yesterday became a guest at the Pademba Road Prisons, after failing to meet his stiff bail conditions of Le 400,000,000 (Four Hundred Million Leones) and two sureties, required by the High Court of Sierra Leone.
The Executive Director of ABC Philip Conteh, Allieu Kamara- National Coordinator and the Northern Regional Coordinator Lansana Zanto Kamara were arraigned before Anti Corruption Judge, Justice Samuel Ademosu at the High Court No 1. to answer to 17 counts charges of misappropriation of donor funds contrary to section 37(1); mismanagement of funds contrary to section 48(2) (b); Abuse of office contrary to section 42(1); abuse of position contrary to section 130 (1); obstruction of justice contrary to section 127(1)(a) of the Anti Corruption Commission Act 2008.
Zanto Lansana is facing three out of the 17 counts (from count 3 to 5) which deals with having allegedly dishonestly misappropriated Two Million Leones out of an amount of six million Leones for the rental of ABC office in Lunsar, Northern Province.
Philip Conteh and Allieu Kamara are facing ten counts. That is counts one which deals with failing to comply with the guidance and management of funds contrary to section 48(2b) of the ACC Act of 2008.
Between 18th June 2010 to 18th December 2010 they willfully failed to comply with guidance and mismanaged the sum of One Hundred and Thirteen Thousand United States Dollars (US$ 113,000) donated to the Secretariat by London Mining Company.
Counts two deals with mismanagement of the sum of One Hundred and Fifty Million Leones (Le150,000,000) donated to the Secretariat by Comium Sierra Leone.
Counts 6, 7, 8, 9, 10, 11, 12 deals with dishonestly misappropriating One thousand and Fifty United States Dollars for the payment of salary to Victor Tutu Rogers.
Philip Conteh alone is facing four counts of Abuse of Office, Abuse of Position, failure to comply with requirement, to wit that on 6th December 2010 having been served with a notice to provide surety, obstruction of justice and failing to face the ACC when required to do so.
Lawyer Abdulai Charm who represented the three applied for bail, while no objection was made by the Prosecutors. The ACC Prosecutors are Lawyers: Miatta Maria Samba, Reginald Fynn and Kelvin Mantsebo .
Philip Conteh the Executive Director was granted bail in the sum of Five Hundred Million Leones with sureties, while Zanto and Allieu were granted bail in the sum of Four Hundred Million Leones each with two sureties. But Allieu failed to meet the conditions.
Allieu dressed in blue black jacket will be the most well dressed inmate at the Prison. He is expected in court this morning to fulfill his bail conditions.
The matter was adjourned to February 14 2011.
