Contractor promises to repair New Waterloo Council

The Global Network Construction Company has promised to repair the New Waterloo Council Building after some of the tiles had become broken few months after the New Waterloo Council was handed over for use to the Western Rural District Council. The project was funded by the World Bank through Institutional Reform and Capacity Building (IRCB) at the Decentralization Secretariat in the Ministry of Local Government and Community Development. The Newly Constructed Waterloo Council recently faced some problems with regards to the tiles on the ground floor and other fittings on the building like doors and water supply. Most of the tiles had broken on the floor before the end of the observation period of six months which leads to the formal handing over of the retention fee to the contractor but during this period if any damage is observed on the building the contractor will be held liable according to the project agreement. The Manager of Global Network Construction Company Teddy Clarkson disclosed to AWOKO that “It is true that some of the tiles on the building are broken but we are working hard towards the repair process.” The manager said “problems with the tiles on the building are that they are no more available in shops as a result we are looking for another alternative to repair the building with other sets of tiles as soon as possible. He also explained that as a contractor he had visited the council building at Waterloo after the handing over and that they had already taken an estimate for all the damaged areas on the council building with the view of repairing it later. The Global Network Manager said that “IRCB and the World Bank still owe us around Le38m for retention fee and others as several letters have been sent for payment but they are yet to pay” the contractor said. Documents shown to this reporter by the contractor revealed that the project consultants – IDEAS Limited were satisfied with the project implementation but any new damage on the building during the six months period will be repaired. The contractor called on the Western Rural Council to exercise patience as modalities are being worked out for the speedy repairs of the council building noting that most of their working tools are in Waterloo. The Contractor Teddy Clarkson also called on the consultants to facilitate their balance payment of Le38m to expedite the work and assured IRCB and World Bank that all necessary work will be done to repair all damaged areas very soon.
