The National Electoral Commission has confirmed the holding of two bye-elections on Saturday January 10, 2009 for constituency 87 in Pujehun District and constituency 106 in the Western Area Urban.
Constituency 87 in Pujehun District was won during the last Parliamentary election by Sallieu Conteh of the Peoples Movement for Democratic Change (PMDC). That seat was protested in the courts by the SLPP candidate, Ansu Kai Kai which he won.
The other, was occupied by Hon Cecil Osho Williams of APC until his death a week ago.
According to Section 33 of the 1991 constitution Act No.6 of 1991, the National Electoral Commission is responsible for the conduct of all public elections and referenda.
In view of that, NEC has received correspondence from the Clerk of Parliament conveying the Court of Appeal Order, nullifying the result of the election for the Parliamentary seat of constituency 87. The said seat became vacant on July15, 2008.Also, in another correspondence from the Clerk of Parliament dated November 5, 2008, NEC was informed about the death of Hon Cecil Osho Williams of constituency 106. In line with legal stipulations, vacant seats in Parliament should be filled within six months.
NEC has already drawn a time table for the bye- elections. November 10, 2008 is start of sensitization and voter education; whilst December 5, 2008 is deadline for political parties to submit lists of approved candidates.
Nomination period starts from December 8-15 and campaigns start on December 16 and ends on January 8, 2009. Results are expected to be announced on January 16.
