The former Chief Education Officer at the Ministry of Education, Amadu Jallah yesterday told the Commission of Enquiry that the Hill Station College of Science and Technology has been converted to private use; and that the keys are in the possession of the Former Minister of Education Science and Technology Dr Alpha Wurie.
Jallah told the Commission that he had visited the Hill Station College of Science and Technology on 6th November 2008, upon the request of the Commission and observed that there are two buildings – two storeys each and another administrative building sponsored by IDB funds.
He told the Commission that a caretaker Pa Ibrahim Kabineh Conteh showed him a signboard which reads ‘Hill Station College of Science and Technology’ with the Implementing partner as Hill Station Community Contractor of SIBs Agencies at 3 Ellebank Street Mountain Cut Freetown.
Jallah confirmed to the Commission that a caretaker is reportedly controlling the toilet and using some of the classrooms as a dwelling place for his family, “there are some plastic chairs, cupboards in some of the classes” he told the Commission.
He also revealed that, he could not locate the Rural Vocational Development School and the Hill Station Senior Secondary School as they are non-existent, despite the reported funds allocated to the project by SABABU.
He then tendered a report to the Commission on his visit to Hill Station that was witnessed and signed by Albert Lamin, the Acting Deputy Director of Technical Vocational Division, Alhaji Yusif S. Kanu Assistant Director for JSS and SSS Schools and Joseph Ellie Sam Civil Works Officer, all from the Education Ministry.
Mean while the Project Director Yvonne Gibril also tendered contract agreements between the Ministry of Education and the Service Providers to the Commission.
She told Commissioners that some of the contract agreements with service providers are missing but promised to tender them to the Commission this week. The Commission continues their investigation.
